Actually its not a sine wave inverter it could be modified sine wave inverter by giving clock pulse to 4017 and collect output at pin 257 346 pin with 1n4148 diode conncted with each out put pins like multistage inverter.

This is not a sinewave inverter but a squarewave and probably has a lot of high voltage transients. It is fine for most LED lights but don’t plug your phone charger or anything electronic into it as the poor waveform and transients could do a lot of damage.
